The secret protection procedure (GSV) comprises the personnel, material, administrative and IT security-relevant measures with which information protection is ensured in those cases in which information classified as a military (CONFIDENTIAL or SECRET) outside the DDPS or the BBL has to be processed. This includes in particular the areas of training, advice, control and enforcement of information protection regulations. The method also includes the arrangement of special security measures in the form of a security protocol. This is created individually for each contractor (third party / company).

The clients are groups, offices and other administrative units of the Federal Department of Defense, Civil Protection and Sport (DDPS) and the Federal Office for Buildings and Logistics (FOBL).

The GSV is also applied to foreign clients within the framework of international information protection agreements (see International / Visiting).

Types of procedure

Abbreviated procedure

The contractor (third party / company) already has an operational safety declaration (BSE). In this case, the client must fill out the "Order notification with classification list" form and send it to the DDPS industrial security department. The following points are fulfilled by the contractor (third party / company):

  • The company was checked by the industrial security;

  • The security protocol must be signed by the contractor;

  • All ordered security measures have been implemented;

  • The operational safety declaration is still valid (valid for five years). A renewal takes place ex officio by the industrial security department or at the request of the contractor.

Simplified process

The contractor (third party / company) does not have an operational safety declaration, but should inspect military classified information (CONFIDENTIAL or SECRET) and / or access to military facilities with protection zones 2 and / or 3 in the area of ​​control of the client. In this case, the following steps must be taken into account :

  • The client fills out the "Application for preliminary clarification" form and sends it to the DDPS industrial security department for a preliminary decision.

  • The contractor (third party / company) must have the form "Personal security check for third parties (military projects)" and the form "Confidentiality Obligation B for confidential carriers" completed for its employees involved in the order. The contractor must send the form "Confidentiality Obligation A for Contractor" to his client. The contractor must keep the form "Confidentiality Obligation B for Secrets Carriers" in a safe place. The form has no expiry date.

  • The completed forms "Personal security check for third parties (military projects)" are checked and stamped by the client and sent to the industrial security department of the DDPS to initiate the procedure.

  • The contractor (third party / company) receives the decision (ruling) regarding the personal security check for third parties (military projects). The contractor informs the client of the decision.

Normal procedure

The contractor (third party / company) does not have an operational safety declaration, but military classified information should be given to him for processing and / or storage on his premises. In this case, the following steps must be taken:

  • The client fills out the "Application for preliminary clarification" form and sends it to the DDPS industrial security department for a preliminary decision.

  • The contractor (third party / company) must have the form "Personal security check for third parties (military projects)" and the form "Confidentiality Obligation B for confidential carriers" completed for its employees involved in the order. The contractor must send the form "Confidentiality Obligation A for Contractor" to his client. The contractor must keep the form "Confidentiality Obligation B for Secrets Carriers" in a safe place. The form has no expiry date. The completed forms "Personal security check for third parties (military projects)" can be sent directly to the DDPS industrial security for initiation.

  • When the contractor (third party / company) receives the order, the client must create the "Order notification with classification list" form and send it to the industrial security department of the VBS. The form "Confidentiality A for Contractor" must be attached to the "Order notification with classification list" form.
